Abstract

The educational reform agenda in many countries reflects a renewed interest in school leadership as a panacea or “cure-all” for raising standards of attainment and performance. There is a strong belief in the ability of school leaders to promote and generate school improvement. This is reinforced in the research literature, which consistently emphasizes the powerful relationship between leadership and school development (e.g., Hopkins, 2001a; Van Velzen, Miles, Elholm, Hameyer, & Robin, 1985; West, Jackson, Harris, & Hopkins, 2000).
