N2 - This report presents the findings of an independent evaluation of the Pathways to Change pilot programme, a three-stage voluntary intervention targeting individuals who have harmed their intimate partners. Funded by the Home Office and the West Midlands Office of the Police and Crime Commissioner, the pilot aimed to test a new approach to early intervention and behaviour change for perpetrators of domestic abuse, combining a brief motivational intervention in police custody with community-based support and a structured behaviour-change programme. The programme was a three-stage, voluntary intervention designed to engage individuals who have harmed their intimate partners at an early point in the criminal justice process, specifically targeting those not progressing through court or formal sentencing routes
