The Education Achievement Service for South-East Wales (EAS) commissioned this research to explore the following questions: How effective has its Closing the Gap Strategy (henceforth referred to as ‘the strategy’) been? What are the key factors influencing the performance of learners challenged by poverty, specifically in South-East Wales, and how can teachers, school leaders, EAS and local authorities improve outcomes for disadvantaged learners?
