N2 - Worldwide connectivity is on the edge of becoming a reality to offer fast, best quality, and stable network for the mobile terminals everywhere. In a heterogeneous wireless network, one of the key constraints is to deliver effective and well-organized computing with guaranteed service is the design of intellectual handover technique. Traditional handover decision technique, Received Signal Strength (RSS) is not enough to minimize unnecessary handovers, decision delays, and link-disconnections. In a heterogeneous wireless network, network interoperability is becoming an attractive research area. In this research, 'A Seamless Vertical Handover based on IEEE802.21 IPv6 for Heterogeneous Wireless Network' (SVH-IPv6) is proposed. The proposed technique has three parts; Media Independent Handover Function (MIHF) interlayer module, Radio Access Technology (RAT) interface module and Care of Address (CoA) management. By using CoA the RATs can assign a CoA to all the Mobile Terminals (MTs), which are in their radio range. First, a MT will get an access from the current radio access technology for communication. When a device moves or it needs to switch from one radio access technology to another, it can perform the seamless switching. A device can perform two types of switching, automatic switching and user choice switching. The collaboration among available wireless network technologies shows greater efficiency due to the limited resources. The proposed technique minimizes the delay of IP multimedia subsystem (IMS) by decreasing the messages exchanged during vertical handover. The performance of the proposed technique is evaluated and it shows the proposed technique outperforms the existing techniques and suits well to support real-time mobile applications.
