Criminal Justice Compendium of Standards for the U.S. Department of State

This document presents the Criminal Justice Compendium of Standards development and structure designed for the U.S. Department of State to support its global diplomatic and consular missions. The compendium serves as a comprehensive reference guide outlining internationally recognised best practices, procedural safeguards, and institutional benchmarks across key areas of the criminal justice system, including policing, prosecution, judiciary, corrections, and legal aid. Developed to aid U.S. consular officers and policy advisors in assessing foreign criminal justice systems, the compendium offers a standardised framework for evaluating the rule of law, identifying potential human rights concerns, and promoting justice sector reform in line with U.S. foreign policy objectives. This paper details the methodology behind the compendium’s creation, the legal and ethical principles underpinning its standards, and its practical application in diplomatic contexts.
