N2 - This paper discusses a novel method to pre-qualify sustainable energy-saving light emitting diode (LED) Luminaires for various Outdoor Lighting Applications. The first author is undertaking the proposed work as part of his Ph.D. at Cardiff Metropolitan University, UK. The proposed method is to pre-qualify LED luminaires so that appropriate luminaires can meet multiple applications to mitigate or avoid light pollution and promote safety, health, wellbeing, and quality of life in the urban built environment contexts. There is currently (2020) no standard method available to pre-qualify LED luminaires for various applications, in an outdoor Urban built environment, and the background will be given to existing literature and engineering practice. This novel method is not replicate but original and can be considered as an innovative method to pre-quality LED luminaires in the field of lighting. The paper discusses the selection method of LED luminaires in consideration of energy and cost savings, sustainability, and the residents’ quality of life, and also, to control or mitigate outdoor to indoor urban light pollution, including trespass lighting. This paper will be useful for academics, researchers, scientists, engineers, consultants, architects, lighting designers, contractors, developers, financial institutions, and government offices funding and managing upgrades to outdoor lighting applications in the urban environment.
